Report on Progress 2007

Since the launch of the Digital Strategy over two years ago, a significant amount of work has been undertaken. Over 70 government initiaitves are underway, including two contestable funds for communities and regions throughout New Zealand. Close to $40 million in funding for 120 community-based projects has been made available to regions, communities and partnerships through the Broadband Challenge Fund and the Community Partnership Fund.

Extensive progress has been made over the last 12 months to reform the regulatory environment for telecommunications to improve conditions for investment and competition, including the telecommunications stocktake, changes to the telecommunications act, local-loop unbundling and the operational separation of Telecom.

Many of the targets set in 2005 were adventurous and the existing initiatives from version 1 of the Digital Strategy are in varying stages of implementation.  Some initiatives have been achieved, others still have several years to run, and as such, the outcomes and impacts are not yet well understood.

However, process reviews of the first round of the two major funds - The Broadband Challenge and Community Partnership Funds have been completed and a report on progress including a series of case studies has been published in order to communicate the progress of the Strategy to date.
