Refresh of the Digital Strategy

With the Digital Strategy now just over two years old government is reviewing the relevancy of the Strategy. Government wishes to encourage and enable debate about New Zealand’s digital future and provide an opportunity for more focus on the business sector and communities, supported by the public sector. The refresh of the Strategy includes a series of informal stakeholder engagements, the Digital Future Summit 2.0 and a post-Summit public submission process.

The refresh process

Most of the existing V1.0 initiatives are in varying stages of implementation, and as such the outcomes and impacts are not yet well understood. Process reviews of the two major funds (The Broadband Challenge and Community Partnership Funds) have been completed.


An achievements report and series of case studies has been published in order to communicate the impacts and progress of the Strategy.

A full evaluation will be undertaken when initiatives are able to be reviewed and tracked against Digital Strategy targets.

Governance of the Strategy is also being reviewed as the Strategy is refreshed, as is the membership of the Digital Strategy Advisory Group.

Five broad themes have been developed to underpin the design of the refresh:

  • Affordable, fast broadband for all New Zealanders
  • ICT driving creativity, innovation, productivity and wealth creation
  • ICT skills and capability – education and life-long learning
  • NZ Community Content - harnessing our unique identity, strengthening communities
  • Sustainable Development – ICT supporting efficiency and conservation of resources

The refresh of the Strategy includes a series of informal stakeholder engagements, the Digital Future Summit 2.0 and a post-Summit public submission process which provides opportunity for feedback on the Draft Strategy 2.0 document.

The Digital Future Summit 2.0 28&29 November 2007

The Digital Future Summit 2.0 was a key checkpoint in the Digital Strategy refresh programme, and was an opportunity for business and community leaders to respond to a call to action: What is the changing economic, social, environmental and cultural landscape in NZ and how do we maximise being DIGITAL to address these challenges?

The Summit  brought together people form many different sectors to participate in a national conversation, providing input into a "New Zealand owned action plan for our Digital Future" that will contribute to a refreshed Digital Strategy.

The Summit was not the only opportunity for New Zealanders to engage and share their ideas for our digital future. The refresh consisted of over 40 facilitated workshops and online forums. Ideas, themes, issues and potential actions from these workshops are now being analysed and will contribute to the creation of Digital Strategy 2.0 which is due out for public submission on 31 March 2008.

The refresh process continued

After the Summit, the refresh process continues – a Draft Digital Strategy 2.0 will be out for public consultation and submission process in April 2008. Consultation will include workshops and meetings with interested parties, online channels including the blog and forums and a Digital Strategy wiki. 

Feedback from the workshops will be collated and submissions will be accepted by post, email and the online channels. All feedback and submissions with inform and contribute to Digital Strategy 2.0. The final version of the strategy will be released in June/July 2008.

Then implementation of the actions and a sound evaluation of progress begins!
